I'm not saying Perisic is not a great player but by the most experts words Mourinho has already by far the deepest and quality squad in the PL so after all those spendings made by United in the last years he still looking for players?! Mourinho always have been brazen not only in his interviews but the way he spending funds of the owners whenever he's been over the years but United owners could only blame themselves for that, with something like half a billion in depts the club is at the top only in that list but obviously nobody cares and they would keep spending. Mourinho's job is to make the players who are already in the team playing at their best and even beyond but instead he's continuing in Van Gaal's manner of spending. United is one of the worst managed top teams off the field in the last years I think, it's almost looks amateur the way they approaching on transfer market and teams management on the field is not nut much better either.
